CNE – Corpo Nacional de Escutas

When the decision is to structure a system, not to build a website.

Corpo Nacional de Escutas is a nationwide organization with:
66.500+
Scouts
985
Scout groups
53
Regional and district structures, and multiple digital needs at the same time.

The need was clear: to create a digital architecture capable of organizing the ecosystem, integrating platforms and ensuring operational autonomy for the different structures.

The challenge wasn't to develop more platforms. It was to structure a system ready for scale, integration and continuous evolution, able to meet the needs of different teams, audiences and management levels.

The complexity wasn't in the interface. It was in digital governance.

The Context

Over time, CNE's digital ecosystem grew in many directions.

Institutional communication, the magazine, the official store, national events, internal platforms, the document system, regional structures and scout groups came to require digital solutions with different goals.

This diversity also reflected the breadth of the audiences involved: national leadership, regions, districts, scout groups, internal teams, scouts, families, magazine readers, official store customers and participants in large national events.

Each audience had its own needs, different levels of autonomy and different ways of interacting with digital.

The risk wasn't just the fragmentation of tools.

It was the lack of digital governance capable of defining hierarchies, responsibilities, access levels and clear relationships between the different structures.

The central question was strategic:

How do you structure the digital governance of an organization of this size without compromising the autonomy of its different structures?

The Decision

The decision was to define a common foundation for the entire digital ecosystem.

A digital architecture capable of integrating systems, standardizing experiences, simplifying maintenance and ensuring visual and functional consistency across the whole organization.

More than meeting an immediate need, the goal was to create a foundation built for continuity.

The work was not conceived as a closed delivery, but as an infrastructure able to keep pace with CNE's evolution, support new platforms, integrate future needs and reduce operational complexity over time.

The main website was no longer just an institutional channel.

It became the hub of a national digital ecosystem.

From Structure to System

Building on this foundation, the ecosystem was developed and integrated on several fronts.

Institutional Communication

Structuring CNE's main platform, with organized content, coherent navigation and a dynamic directory of scout groups.

Document System

Reorganizing and updating the internal document system, ensuring greater clarity, access and information management.
Accessibility and Sales
Development of the national online store, integrated with the invoicing system and product control.
Digitizing Flor de Lis Magazine
Creating a digital structure for Flor de Lis magazine, enabling organized online reading that is consistent with the organization's ecosystem.
National Initiatives and Events
Developing digital solutions for projects such as Movimento Seguro and temporary structures for large national events, such as ACANAC'22.
The Impact

Today, CNE has a coherent, scalable digital architecture ready for future evolution.

The organization now has:

  • A unified digital ecosystem
  • Integration with internal systems
  • Simplified management of multiple platforms
  • Greater visual and functional consistency
  • More autonomy for teams and structures
  • A foundation ready for new digital needs

More than solving isolated digital needs, a structure for continuity was created: a system able to grow, adapt and respond to new challenges without losing coherence.

The result is not just digital presence.
It is digital governance.

If your organization operates on multiple fronts and feels that digital has become too complex, perhaps the challenge isn't creating more platforms.
Perhaps it's structuring the system better.
